Well, the MG47 uses existing parts from another gun to convert the AKM. While it is theoretically possible, you would have to make all the parts for the conversion, including the belt.
Also, if ATF decides they don't like the idea of a beltfed 12 guage, all it takes is a ruling and it becomes a Destructive Device.
Yeah the rimmed shell is the problem, you'd have to copy the 1919, Maxim/Vickers or PKM setup that pulls the shell from the belt then drops it into the chamber.
