Cutting torch, drill bit? Someone's leg is getting pulled I think.

yea everyone knows you use a chop saw and bench grinder to reconture the muzzel. to take the front site and then ark weld it on with some 6011 rod.

seriously you reall should cut it off and turn the end to the proper Id with a lathe. the crown should be done with a proper tool but there are ways to do it on the cheap.

You can expect the chrome to start flaking at the crown degrading accuracy.

A hack saw will work. It's best to press a bullet in the bore at the point of the cut. Cutting through the bullet will help keep the chrome from flaking which isn't a big deal anyway. Use the heaviest .311" bullet you can find. The length will help insure the bullet is at the point of the cut. Also can measure inside and out to line up everything.

MIght be cheaper to buy a used 16" Saiga.

You'll definitely come out ahead on the flaking chrome.
