That's a sad looking rifle for "Very Good" but a counter bore is nothing more than a military grade re-crown. I'd never let a counter bore stop me, it isn't even on the radar for what makes or breaks a rifle for me.
I have a daughter. I tell her, "911 is what you dial after you're raped. 1911 is what you should have before they try."

I would love to see the bolt in greater detail, and the receiver removed from the stock to see what it looks like below the water-line.

$149 is pricey, but not terrible. As far as I am concerned, ANY VZ24 is worth that if the receiver and bolt are in good shape. I could care less about the barrel. Replace it!!!!

    Look for Part # MSR109

Actually, that's the kicker, the bolt and the receiver is in very nice shape. I really didn't want to have to replace the barrel, but that is an option. I was thinking of making a pretty tricked out gun out of one eventually, but I figured I could get a more beat example for that, not one I had paid to be hand select in very good condition. I think that's really what is bothering me about it. It's that I paid for something I didn't get.
