I have seen many posts concerning this from folks in Michigan, Federal Law is over written by state law.

Michigan's law is that the rifle will be measured with the stock folded and it must exceed 26-27" or something like that. If it is under that measurement it is considered a pistol.

I hope that someone with more knowledge speaks up but I do know they measure the rifle with the stock folded.
