well, veryone like to believe that there is a conspiracy, or larger forces at work behind many great issues, and I mus say thatthis is plausible. but the facts are simple. this is a fossil fuel and there is a limitetd amount of it in the earth.
I do nott believe that our oil supplies in tX dried up years ago and i do believe that america still has plenty of oil left.
perhaps the answer is simple.
the American strategy is to use up everyone elses, leaving no other government any fuel whatsoever, then, tap out pLENTIFUL resources that have been lying in wait here and in canada/alaska/texas.
that is a prety good bet, if I say so.
china would fall, korea would fall...however, countries would surely kill for our oil, when there is none other left on the planet....then the nukes start flying around and america is on the defensive.

themuch simpler anwer is that people are "fear mongering"
the most effective way to keep a populace in check is to keep them frightened.
deadly tomatos
bird flu
sars
iran
iraq
killer skin rashes
tetrrorist attacks
anthrax
hanta virus

...these are just a few things that have been thrownaround inthe media over the past century...all to keep us scared.
oil will come and go. yes it sucks when it is expensive, but plan ahead.
save cash, save money, sell that other car. alternate ridee sharing to work with a pal.
there are ways to beat this.
heck, I used to fill up when my tank was mpty, now I fill up when I use more than a quarter of a tank....cheapere that way with fuel prices changing every day or four
