Ah, I think that they will pass a law that PROHIBITS discharging a firearm in the District AT ANY TIME-making it a felonious act.
So now the defending homeowner is on trial with the burglar!
I base this off the past history of the district and its' bass-ackwards leadership and mayoral past.
