Speaking at a press conference at the Maryland Small Arms Range in Upper Marlboro, Md., the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) announced the launch of an electronic Form 4473 -- the Firearms Transaction Record which must be filled out any time a person buys a firearm from a licensed firearms dealer. The National Shooting Sports Foundation (NSSF) -- the trade association for the firearms industry -- hailed the development of the electronic document.
