Little Rock used to have big barrels of water, food, and supplies in the basement of the main library, part of the old Civil Defense system. One day I was there for a book sale, and the stuff was all gone. When I asked where they'd moved it to, I was told it had all been disposed of since the Russians weren't going to attack us now. When I asked about fire, earthquake, or plague, they looked at me like I'd just announced I'd beamed down from the Mothership.
The whole system had been designed for only *one* kind of disaster, apparently. And nowadays the local radio stations use the Emergency Broadcast Signal in advertisements, along with the usual ringing phones, crying babies, air hammers, etc.
"This is a test. If there had been a real emergency, tough tooties, because there's no emergency system any more..."
