    Do you have to put a ser. # on an AK flat that you bent into a reciever?

    Only if you transfer through a FFL (sell it)

    How are you to come up with a serial number to put on said receiver.

    Can be anything you want as long as it is unique to that manufacturer and model
    ON a home made the manufacturer is your name
    and the model could be whatever you desire as well as the serial.
