First, I do not... let me say that again... I DO NOT live in CA. I am asking this in reference to a question that was asked to me regarding sending a parts kit to CA that is for sale.

At any rate, my question is are parts kits legal in CA? In other words, can I sell a parts kit to a person who lives in CA with out the law coming to get me?
Yes you can, no hi-cap mags. There is no law about buying parts kits, I live here, I know.

Parts Kits are Legal in Kalifornia.
Magazine PARTS are legal in Kalifornia.
Assembling the rifle or Magazine into a new project is dicey at best. It is a lot of "Mother-May-I" and "Simon-Sez". AK's are legal here, but AKs that can "readily accept" a detachable magazine are not legal.
There is a lot of crap flying around about this issue, but you are perfectly able to buy or sell parts kits here. The responsibility is on the buyer / owner and how the utilize those parts that defines whether or not a crime is committed.
Include an exculpatory letter with the kit that makes that point clear and you are golden.
