    Maybe because they aren't potentially lethal? "Weapon" doesn't SEEM to have a definition.

    I'm pretty sure it is because they aren't firearms, because you can have a .80 caliber airgun that'll take down an elephant [and I have seen videos of them] and a "SBR style" airgun, and a there are tons of SBS airsoft guns.

    BATFE, the F is for firearms. They are not the general authority on all weapons. That being said, I would recommend against stirring the pot on this one. You may not like the next rule they make up.
