I guess it is based on the Clinton time frame when steel core 7.62x39 was stopped for imporation... the rumor being that it was due to oly's plans to build oa93 in that caliber. I even heard the reason no top tier builders were building 74 pistols was because they didn't want this to happen since then 74 would be considerd a hand gun round and put on the bad list of ammo.
