I have a friend who is a JAG Opps Lawyer. He says that every Admiral that he goes to work for is reminded that there are only two things that can get them in trouble, spending money wrong and killing the wrong people and if they kill the wrong people, they can just say "oops!" and get by with it. If they misspend money from the wrong bucket, they go to jail.
