As a Patriot, trapped behind the lines here in the Peoples Republik of Kalifornia I can tell you that parts is parts is parts. I have purchased mag rebuild kits, mag bodies, springs, followers, floorplates, etc.
Anyone selling these things to me has no responsibility under the law to follow the laws of another state in which they do not reside. If I take those parts, and assemble them into new magazines that I did not previously possess, Then I would have violated the law. In my case, I bought hundreds of magazines prior to the bans going into place. M-16 30rd mags that were dented, crushed, worn down to the bronze plate, etc. Those get new mag bodies. I have a literal pile of springs, followers, etc. so that I will never have an issue. Same w/ pistol mags, AK mags, M-14 mags....I think I got every $1.50 mag available in the free world!
Now, back to biz...
If you do not feel good about this sale, then return his money with a simple apology and be done with the deal. If you decide to go forward, then disassemble the mags, mark the bodies with a piece of tape and a number, put the parts into a plastic bag with the matching number. Why, you ask? Because he may have a pile of crushed or otherwise destroyed mags that he wants to "repair" So long as he does not "net increase" the number of mags in his possession, everything is good. Do not ship them whole!!!! Separating the bodies from the parts is wise.
