Definitely take her to examine one at the store, they are blowback firearms so the slide has to be heavy. Due to the lightweight metal used, that means the slide is large. Make sure she can rack the slide, many women lack the upper body and hand strength to properly charge a semi-auto. One of the reasons I usually recommend a revolver for a woman's first gun.

Because of the heavy large slide it is very easy to rack back and chamber the first round, and also due to the slide and the polymer frame the recoil is one of the easiest 9x19 I have fired. But, being a simple striker fired single action I would never leave with "one in the pipe"
I have a couple and they are very reliable with brass cased (or Blazer aluminum) ammo, a little less with steel cased imports.

For price I would look at used guns, and keltec.
Keltec is the cheapest I would ever go on a new gun... but they specialize in small guns and the recoil can be painfull, not to mention the triggers remind me of a staple gun.
That said, my PF9 is one of my favorite carry guns.

As much favorable press as I've been reading from Hi Point owners, I'm looking to add a .45 to my stable along with one of those Planet of the Apes lookin' 9mm carbines. Pretty they ain't, but, it's hard to argue with low priced reliability.
Oh, yeah, and I totally agree with Tommo.
I had one of those FEG R-9's and it was incredibly reliable. I had to sell it in a time of economic hardship and I still regret having to do that.
I had a Kaboom(!) with that gun once. Bad ammo, round's rim gave and blew the wood scales open and cracked one along it's edge. After examining it literally with a jeweler's loupe for damage, there was none. I fixed the scales and it ran as if nothing ever happened. Ate +P's with aplomb and always shot to POA. That gun was hell-for-stout.

I have to agree with Parabellum, for that price range I'd look at used or Keltec.
If you have a range that get's used a lot in your area, you might want to spend a day (with the wife) and talk to people and she might even get to shoot some different makes & models.

I currently own 2 Hi-Points. A JCP40 and a 995 carbine. Both have been 100% reliable. Being blowback, they are top heavy and have a different recoil than you may be used to. But since the barrel is fixed they are dead accurate. Assuming your wife does not have an issue with the weight, she should have no issue with the recoil.
I have no reason not to recommend one. As stated, their are better suited firearms for concealed carry but Hi-Points make excellent range guns. They can be a bit tedious to disassemble but you get used to it.

You might want to keep your eyes open for a used Star Firestar Plus. These little guns are vastly under-rated, in my opinion. I have had one that I bought new in 96, and have put over 10K rounds through it. It's still running strong.
They are usually very affordable (you can find them in like-new condition for around $150), they are reliable, they are light, and they're concealable. Oh, yeah, and they hold a relatively high capacity, for their small size, 13+1 rounds.
They have a "snappy" recoil, but nothing severe.
....just sayin.

Thank you for your comments. You guys have giving me alot to think about. I think I will take her to thr range one day and let her do some more shooting before we buy anything. I have two guns that I carry but they are too much for her.

The Hi-point carbines are now available with a new design stock, they've taken a page from the AR15 "tacticool" playbook.

Mall ninjas everywhere are pissing themselves as we speak.
But, oddly enough, I LIKE IT!
Does it come with tactical light and laser too? J/K...
