Out of state gun sales must go through an FFL in the new state that it is to be shipped to.

Besides, you will have the gun registered out of your name if it should wind up in a criminal action.

Unless you are sending it to a state with actual "gun registration" [Michigan, for instance], the 4473 is not a 'registration'.

4473 officially gets the weapon into the new owners name. And, an FFL will be able to better account for the thing is transferred.
