Default New ATF regs?

Anybody seen this yet? Check the pdf. on Manufacturing of Firearms. Note the 08/15 date. Are these new regs...specifically # 14 that states the ATF has determined that colorization and heat treating ie. bluing, camouflaging, phosphating, plating, of firearms is a manufacturing process. Companies that "color or heat treat firearms" are manufacturers and need a manufacturer's license.

It has long been establisted that anyone working on a receiver needs a license.But if you are just doing every thing besides the receiver your ok.

So a gunsmith can't paint, parkerize, case color, or blue a firearm without a manufacturer's license? I didn't know that.

It says in the ATF write up,"COMPANIES that perform colorization and or heat treating of receivers".

An individual building and or finishing a firearm is not a company in business to make a profit. Therefore, NO tax should be imposed for ones own construction projects. A manufacturer's license is not in the picture for an individual who builds just for himself.

It does affect guys like us who want to have a home made reciver professionaly heat treated buy a normal non gun outfit that does heat treating professionly. it would also affect a chrome shop (seen a few chrome and cold plated aks). it also might affect engravers and other companys we get things done. I was going to have a reciver nickle plated for my stainless barrel build. there is no way I can stay there for the whole time. basicaly any one who charges is looking for trouble.
