Last time I checked, I'm pretty sure its okay. As long as its not illegal to have and you're not wanting to bring them in by the hundreds i don't think you would have a problem. And if it was illegal Customs would detain the package and more than likely destroy all "forbidden" parts.

Anybody can do it, IIRC if the package is worth less than $100 no import permit needed, over $100 and a Form 6 is required. Hi Cap mags are an exception, the AW ban put a new reg in place requiring a form 6 on all hi-cap mag imports regardless of value. The AW ban went away, but the reg required to implement it lives on! Also, no bbls for rifles banned from import can be legally imported.

No implements of war may be imported without prior approval. An implement of war is any equipment made for a foreign government's military, or for organizations designated as paramilitaries or militia, or production from a factory that is controlled or owned by a foreign military. So if a part excluding a receiver does not meet the above then it is fine to import as long as it meets normal import requirements for goods.

Kernel kind of summed up the official law.
I shipped about a dozen hi cap mags from Cambodia. I put a copy of my C&R license inside the box directly on top of the mags.
Customs opened the box, I could see where they put new tape on it.
Anticipating this, I had a cover letter in there that I was a licensed collector and the mags were for collection purposes.
The mags were delivered with no further problems. I think if it is only a few mags and you do the same you wont have any trouble.
There is the OFFICIAL law and common sense. Now if there was 100 mags in the box, I think I would have had problems.
Am I suggesting you do the same. NO. Just giving you my experience.
