Question Non-FFL Gunsmith

Can you have a serialed lower delivered directly to you if you are a non-ffl gunsmith, assuming thereare no other working parts being shipped?

The lower IS the firearm, by law, and a firearm can only be transferred via an FFL licensed person.

Depends on the firearm.
On a FAL, for instance, the upper is the firearm. On an AR it's the lower.

Anything the atf lists as a firearm, frame or receiver etc. needs to be delivered to an FFL. As for gunsmithing, you should have an FFL if you work on any guns other than your own.
