That is why they were issued without public notice. It is much easier to get a conviction that way.
"Ignorance of the law is no excuse". Now you know why that is true.
If they want to get you the will get you. If anything they can always nail you on taxes. With the dumb amount of rules being passed behind closed doors is a perfect way to create a Police state.
They dont have any face any more and doing it like cowards behind your back
