Not necessarily true. When there agencies like the EPA, which is a federal agency which creates regulations and enforces law meaning it falls under Executive control, dictate how gas, one of many petroluem products, is to be made it increases costs at the refineries. Now the refineries, like any other production facility answers to CEOs, most likely a board of CEOs, who's sole purpose is to maintain the success (revenue) of the company/corporation. Now those CEOs pass off the added costs at the refineries to their company on to the end buyer. They do the same thing with Corporate Taxes.
So when an agency that you oversee increases the amount of regulations to be followed by the petroluem industry, and you have shifted oil subsidies (which are dumb anyway) towards wind mills and solar panels and successful companies like Solyndra, than you definitely have some control over it.
