Ha! Too funny Abukai! That is definitely a Lamprey. I caught a fish in Washington state that had one on it. My buddy even caught one on his hook. They were no where near that size though. Still, they freaked us out and we chopped them up with our cut bait knives. We thought we were doing mankind a favor.
