i recently opened one up to 7.62x39 and have seen many opened up to 5.45x39 so unless less the rim on the 7.62x25 is bigger than a 7.62x39 i would say yes.
Yes.......I have opened a BUNCH......LOL....send it to me and I'll be happy to do it for you rudyk@maconarmory.com and 7.62 tok works great with the 5.56 extractor......
To do it sucessfully you need to set up in a 4 jaw on a lathe and indicate on the firing pin hole....then open up with a single point VERY RIGID CARBIDE stubby boring bar, because of the interrupted cut caused by the extractor slot.......and the extreme hardness of the bolt....it is real easy to get over size. It can be plunge cut on a mill but it requires a purpose ground mill (flat base non center cutting to do it right and if the ways are worn on your mill....it can turn into a mess real quick.

9mm AR bolt head works just fine.... or Mad Machinist can open one for you.. HE's very good and reasonable.
For a blow back action the 9mm bolt will work. For a regular rotating AR15 bolt, the 5.45 bolts have the same bolt face as 7.62x25 and 9mm.
5.45 x 39 base = .394
7.62 x 25 base = .392
But 5.45 bolts on average are more expensive than 5.56......
