On February 23, the House Committee on City, County and Local Affairs passed Senate Bill 115, introduced by state Senator Bill Sample (R-19). This legislation would protect our Second Amendment rights by prohibiting any government agency from confiscating or regulating the lawful possession, transfer, transport and carry of firearms during a state of emergency, such as occurred in the wake of Hurricane Katrina. Yesterday, the full House voted 89 to 0 to pass SB 115, the Senate ordered it enrolled, and the next step is for Governor Mike Beebe (D) to take action.
