`Bill of Rights` always was meant to protect rights of individuals

The Supreme Court decision in District of Columbia v. Heller, finding D.C.`s handgun ban unconstitutional, vindicates the arguments of those of us who always have understood that the whole purpose of the first 10 amendments to the U.S. Constitution -- the "Bill of Rights" -- added in 1791, was to protect individual freedoms.
