After listening to a stream of citizens object to a proposed ordinance banning those with permits from carrying guns on city properties, the Fort Madison City Council changed its mind Tuesday night.The five council members present rejected the second reading of the ordinance they had endorsed just last month after listening to citizens question the constitutionality of it and predict future litigation.
