House Bill 2013 unanimously passed both the Kansas House of Representative (118 to 0) and the state Senate (38 to 0) and is now pending Governor Sam Brownback's (R) consideration. The intent of HB 2013 is to clean up Kansasā firearm code and to remove a provision that became obsolete with the enactment of the Firearms Owners Protection Act (FOPA). Originally, the federal Gun Control Act banned interstate sales of firearms but contained an exception for long gun transactions occurring between federally licensed firearms dealers (FFLs) and residents of contiguous states. Such sales could occur, only if āthe purchaserās State of residence permit[ted] such sale or delivery by law.ā Thus, states around the country passed provisions specifically allowing their residents to buy long guns from FFLs in contiguous states.
