So if you go on vacation for a week and someone breaks into your home, steals a weapon and uses it in a crime you get arrested for not having reported it. Huh O.K. makes sense to me.

I started my own reply, then saw a reader reply that summed it up perfectly:

"Council members said they realize the measure may be illegal, but feel they must do something to address" illegal activity.

Its the "If ya can't beat 'em join 'em" philosophy of crime fighting !
