A proposed state constitutional amendment to grant residents perpetual rights to hunt, fish and trap in Wyoming will head to Gov. Matt Mead's desk.The Wyoming House overwhelmingly passed Senate Joint Resolution 1 by a 56 3 vote on Monday. The Senate passed the legislation 23 7 earlier in February.
