I have converted dozens of Suomi bolts and I have an BATFE letter. I fought the conversion for a good year. Most of those bolts remain at 55Rc. Now that was a lesson. Strip the bolt and heat it at 900F for 1.5 hours. The hardness will drop to 40/45Rc. That is still plenty tough and more machinable. The firing pin hole is NOT concentric to the OD of the bolt. It never had to be concentric in an open bolt design. I built special tools for bolt turning and firing pin removal.
