They might not actually be consecutive.
It can be shown that given a bunch of serial numbers from a consecutive set of serial numbers you can statistically estimate how large the production run was. In fact, the Allies were able to do that with German tank production during WW II. (Google "German Tank Problem") So, the East Bloc, sneaky types that they were, may have assigned numbers non-consecutively as a counter-intelligence measure. Our nuclear weapons and equipment had serials assigned from randomly generated lists specically for that reason.
