The story I heard is someone bought a lot of cans that still had stuff in them. As a result, all cans destined for auction had the lids removed to prove they were empty. They are then stacked on a pallet and steel banded down. Tightening the steel bands across the unsupported open box tops crushes them, and being open water gets inside. Dunno if the lids are sold separately, or just on the bottom of the box stack on the pallet.
