Now that I have the anti-spatter spray I am having a hard time removing the overspray on an area that I now need to weld.

What is the recommended solvent to remove anti-spatter after it has already dried?

Try ethanol, lacquer thinner, acetone, brake cleaner, MEK (WEAR AN ORGANIC VAPOR FILTER MASK!!!!), or mineral spirits. Some of the anti-spatter are water based, some are solvent based. If yours is water based, the ethanol should do it.
