The southwestern state of Arizona's Republican governor on Friday signed into law a bill making Arizona the third state allowing people without a permit to carry a concealed weapon. The bill Gov. Jan Brewer signed Friday afternoon takes effect 90 days after the current legislative session ends. That likely will put the effective date in July or August.
