Why? BP had all the permits and licenses to operate, from everyone from the EPA to OSHA.
I'd say some measure of blame lies with all the inspectors and bureaucrats who were supposed to be watching them.

There's plenty of blame to spread around. Blame the environmentalists for pushing a ban on onshore drilling in Montana and Alaska. WTF we can't drill on Federal land? Blame the east coasters and west coasters for not allowing drilling off their coasts - not in my backyard. Blame Oboingo for severe delay in a federal response - guess you just had to go on vacation at that time, can't forget about WH parties and golfing - what a [email protected] for a leader. Blame Clinton for forcing off shore drilling to go deep water. Blame everyone who drives, flies or buys goods that were shipped using fossil fuels. I hear that all the old tobacco lawyers are circling like sharks just waiting for the oil to show up anywhere in the Gulf so they can sue for lost wages on beach resorts, restaurants beach condos, lost of home value, boat dealerships you name it, there going for the deep pockets. Its to bad no one is in charge - rule by committee does not get the job done. I'll bet the Cost Guard will eventually have to take over as the money dries up. As the Obomb circle says, never let a crisis go the waste. I'll bet the oil industry will look like the Auto industry in no time.
