That's because he is! :barf: Remember several years ago when his boytoy live in lover was using his official gov use only phone line to run a "call boy" operation out of Frank's apartment? He even used it to meet clients. AFAIK all he got was a note of reprimand in his permanent record! Now his latest boyfriend got caught growing pot.
