Help me identify this Ammo?

Hello,

Can someone tell me what sort of ammo this is? One round has been fired and the other round has not. The two projectiles
are lying in the foreground. They have a plastic cam on them. If you look down inside the round that has been fired there appears to be an another fired primer down inside???

Sorry about the poor pictures, used my cell phone camera because I did not have anything else at the time.

I believe those are simulation rounds, or "sim" rounds.

I've seen a lot of 9mm casings like that at Ft. Hood's MOUT site. The one's I've seen fired a paint ball.
