Hmmnnn. Defund the police, demoralize the police so a lot quit, release people arrested for property crimes without bail and then dismiss the charges... And they wonder why autotheft (and other crimes) are up?
Carjacking was a rare thing before the advent of effective OEM alarm systems and immobilizers. No more smash a window and pop the ignition lock cylinder and drive off in 28 seconds, without the proper key fob or transponder key most modern cars are going nowhere without a long reprogramming process with the proper electronic tools (and a PIN number known only to the dealers). Crooks may be dumb, but they ain't stoopid! If you can't steal a parked car anymore, simply steal it when you know the key or fob is present, thus carjacking taking off in the last 15-20 years or so. One of those "unintended consequences" you hear about...
