North Carolina: Right-to-Carry permits up 400% in New Hanover Co.
The number of people permitted to lock and load in New Hanover County has shot up 400% over the last 2 years.On average, about 240 people apply each year for a permit, but in 2009, over 1,000 people got a permit.
