Ever consider a partial-jig? I was thinking about a jig in the form of a few small components - break it down to the bare minimum size/shape for the four rivets. What you would end up is two small rectangular pieces that cup the heads.
Then all that's left is a T-shaped buck that you could hammer on like a chisel... get my idea? Straddle the small parts that cup the rivet heads on the jaws of the vise, so that the trigger guard is parallel to the vise jaws.
Then just hammer down on the T-shaped buck.
Too simple?
